UTILITIES: The Pierce-Pepin Cooperative and Xcel Energy provide Ellsworth with the electricity rates that are among the lowest in the country. The municipal water and sewer systems have sufficient capacity to meet the Village's growth projections well into the future. We Energies supplies natural gas, with phone service provided by Ameritech.

TRANSPORTATION: U.S. Highways 10 and 63, along with State Highway 65 intersect at Ellsworth. Interstate 94 is only 19 nonstop miles north, and the new River Falls bypass provides nonstop access to the Twin Cities metro area. Several interstate and local trucking firms serve the region. International air service is available 50 minutes west at the Minneapolis/St. Paul International Airport, and the local service is available in Hager City (12 miles south). Burlington Northern daily rail is available 10 miles south of Hager City.

EDUCATION & TRAINING: Ellsworth residents and businesses have excellent access to job training resources with technical instruction available at the Chippewa Valley Technical College campus in River Falls, 12 miles away. Six other excellent Technical Schools are within a 60-mile radius.

The University of Wisconsin-River Falls, along with the University of Minnesota and other Twin Cities colleges are just within a short drive from Ellsworth, providing world-class comprehensive programming. Ellsworth is also home to the Pierce County Job Center, one-stop job information and counseling office that coordinates state and federal training programs and services. Students in the Ellsworth School District consistently score above the national averages in standardized tests.

MEDICAL FACILITIES: Hospital service and 24-hour emergency medical services are provided at the River Falls Hospital and Fairview Red Wing Hospital. Air ambulance service from Ellsworth is 12 minutes away from state-of-the- art medical facilities in Rochester and the Twin Cities. Local medical service choices are provided by Fairview Medical Clinic and the River Falls Medical Clinic. Ellsworth's Care Center provides skilled residential care alternatives.

GOVERNMENT/TAXES: The Village of Ellsworth maintains a Class 5 insurance rating for 1 & 2 family residential property and a Class 5 for commercial and industrial property and has a 2007 tax rate of $18.42 per $1,000 of assessed value.

BUILDING/REMODELING PERMITS: Building Permit: Every person or entity desiring to build a structure on any premises in the Village of Ellsworth, to structurally alter a building, to change the use of a premises, to change the zoning or use designation of a premise, or obtain a Special Use Permit shall first make application to the Zoning Administrator for a use permit. No construction, structural alteration, or change in such use shall be commenced or effected without first receiving approval and written permit therefore from the Zoning Administrator, and, where also necessary, from the Plan Commission, Board of Appeals, or Village Board. Applications may be obtained at the Village Hall, 130 N. Chestnut Street.

Remodeling Permit: Every person or entity desiring to remodel any structure in the Village of Ellsworth, shall first obtain a remodeling permit if the cost exceeds $500.00 including materials and labor. No permit shall be required for the installation or reinstallation of carpeting, tile, or other floor covering; and, no permit shall be required for re-roofing/shingling and painting. Applications may be obtained at the Village Hall, 130 N. Chestnut Street with permit issued upon receipt of application and required fee.

Other Permits: Excavation/Filling/Grading Permit, Public Works Construction Permit, Water and Sewer Connection Permit, and Street Opening Permit. Please contact the Village Hall for information and required fees.

UNMETERED: $45.40 per quarter (up to 1700 cu. ft. used) add'l charge over and above, per above rates.

SEWER-GENERAL SERVICE METERED: (BASED ON WATER CONSUMPTION) Quarterly service charge- $11.55 per customer Plus volume charge: $ 2.03 per 100 cu. ft.

UNMETERED: $50.11 per quarter (up to 1900 cu. ft. discharged) add'l charge over and above, per above rates.

BILLING: Bills are rendered quarterly, and become due and payable the first day of the second month succeeding the end of the calendar quarter; May 1, August 1, November 1, and February 1. A late charge of 1% per month will be added to bills not paid within 20 days of issuance. This late charge will be applied to the total unpaid balance for utility service.  Overdue bills may be subject to disconnection pursuant to Chapter PSC 185, Wis. Adm. Code.

IT IS POLICY THAT ALL BILLINGS WILL BE IN THE PROPERTY OWNER'S NAME, NOT RENTERS. THE PROPERTY OWNER IS RESPONSIBLE FOR ALL BILLINGS.

BILLS ARE RECEIPTED IN BY POSTMARK DATE, BE SURE BILLS ARE POSTMARKED ON OR BEFORE THE 1ST. FOR YOUR CONVENIENCE, OUR DROP BOX IS OPEN 24 HOURS A DAY AND IS LOCATED AT THE NORTH SIDE (left) OF THE FRONT DOOR OF THE VILLAGE HALL, 130 N. CHESTNUT ST.

OTHER CHARGES

 

Real Estate Closing Account Charge: A $10.00 charge shall apply whenever a customer (or the customer’s agent, attorney, real estate broker, Title Company, etc.) requests a written documentation from the utility of the customer’s account status in connection with a real estate closing.

 

Special Meter Reading Charge: A $10.00 charge shall apply whenever a customer requests a special meter reading by the utility personnel on a date other than the regularly scheduled meter reading.  (Note: If the customer schedules an appointment for a special meter reading by utility personnel and the customer fails to be present at such time to allow access to the meter, the customer shall be billed $10.00.)

 

Special Billing Charge: A $10.00 charge to cover administrative expenses shall apply whenever a customer requests special billing outside of the normal utility billing. (Note: No special meter reading charge would apply if the customer provides the meter reading.)

 

Non-Sufficient Funds Charge: A $20.00 charge shall apply to the customer’s account when a check rendered for utility service is returned for non-sufficient funds.  This charge may not be in addition to, but may be inclusive of, other non-sufficient funds charges when the check was for payment of multiple services.

 

Bulk Water:  Water supplied from hydrants will be billed a charge for the volume of water used to the party using the water at $1.70 per 100 cubic feet.  A service charge, in addition to the volumetric charge, will be $35.00. 

 

Reconnection Charges:  Reinstallation of meter, including valving at curb stop $35.00 during business hours, $47.00 after normal business hours.  Valve turned on at curb stop $25.00 during business hours, $35.00 after normal business hours.  No charge for disconnection.
